TWIA (Texas Windstorm Insurance Association) provides windstorm and hail insurance for homes and businesses along the Texas coast—including Portland, Ingleside, Rockport, Aransas Pass, Port Aransas, Gregory, and Taft. Many private carriers don’t offer wind and hail coverage in our coastal zone, so TWIA is the main provider for most homeowners in this area.

After a major storm in the Coastal Bend, TWIA usually assigns an adjuster within a few days. However, big events affecting places like Portland and Rockport may cause delays. Once assigned, the adjuster will schedule an on-site inspection of your home.
Your adjuster will inspect your roof, exterior, and any reported damage. They will take photos, measure slopes, check for hail impacts, lifted shingles, bent metal, damaged windows, and any structural issues. TWIA will then write an estimate—called a “scope of loss”—showing what they believe should be repaired or replaced.
This is common in coastal communities where materials like aluminum roofing, standing seam, or wind-rated components have higher costs. If the estimate seems inaccurate or below local pricing, you can:

Yes. If the inspection determines your roof has wind or hail damage beyond repair, TWIA can cover a full replacement using materials comparable to what you currently have. Yes. TWIA does not require preferred vendors. You can choose any licensed contractor in South Texas. It’s recommended to work with a company familiar with TWIA requirements, windstorm codes, coastal metal roofing, and local pricing.
TWIA generally pays:
ACV (Actual Cash Value) upfront
RCV (Recoverable Depreciation) after repairs are completed and proof is submitted
This means most claims are paid in two or more installments.
